Relation entre autorités traditionnelles et pouvoir public moderne au Togo

Résumé

A partir de l’analyse et de l’évolution des structures politiques traditionnelles, la présente communication cherche à montrer la complexité de la notion d’autorités traditionnelles telle qu’elle est perçue aujourd’hui ainsi que la nature des relations entre celles-ci et les pouvoirs publics dans l’Etat moderne du Togo ; de cette analyse, il ressort que les structures politiques traditionnelles ont subi plusieurs influences au nombre desquelles il faut citer : la traite négrière, les échanges commerciaux et culturels interafricains, l’islamisation, l’administration et l’économie coloniales. Ces différents facteurs ont, historiquement à leur manière, modelé les structures et degrés d’autorités et spécificité leur rôle dans le développement local. Mais aujourd’hui, face au défi de la politique administrative de décentralisation, la question de l’implication harmonieuse et utile des autorités traditionnelles se pose avec acuité et impose aux gouvernements africains, de faire un choix clair qui tienne compte ou non de la chefferie traditionnelle laquelle demeure toujours malgré toute une réalité pour les populations.

Abstract

Going up from the analysis and the evolution of the traditional political structures, this communication intends to show the complexity of the concept of traditional authority as perceived today and the nature of the relationship between the latter and the public authorities in the modern state of Togo. This analysis shows that the traditional political structures have been influenced by may factors ie slavery, cultural and commercial exchanges within Africa, islamization and colonial economy and administration. These different factors have historically modeled somewhat the structures of authorities and specified their role and implication in the local development structures. But today, because of the challenges of the politics of decentratlisation, there is the question of the harmonious and useful involvement of the traditional authorities and it imposes on African governments to make a clear choice that takes into account or not the traditional chieftancy which remains after all a reality for the populations.
